Amends Hawaii Revised Statutes Section 346-231 to prohibit the Department from seeking an order for immediate protection for a vulnerable adult living in their residence with a prognosis of six months or less to live unless there is substantial evidence of abuse or danger of abuse.

Modifies the evidentiary standard for vulnerable adults in terminal condition from "probable cause" to "substantial evidence" when seeking or issuing orders for immediate protection under Sections 346-231(c) and 346-232(b).

Maintains the existing "probable cause" standard for all other vulnerable adult cases involving orders for immediate protection.

Allows courts to continue or modify orders for vulnerable adults with terminal diagnoses only when substantial evidence shows abuse or danger of abuse has occurred or is imminent.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings begun before the effective date.
