Codifies and expands exemptions from county and state permitting requirements for broadband infrastructure installation, including wire line facilities and small wireless facilities on utility poles and existing structures.

Defines "small wireless facilities" as antennas no more than 3 cubic feet individually and 6 cubic feet total, with additional equipment limits ranging from 21-35 cubic feet depending on structure type and number of providers supported.

Prohibits utilities from requiring utility pole upgrades or replacements when installing new telecommunications cables or small wireless facilities, provided weight load, diameter, and safety standards are maintained.

Allows the State or counties to establish annual recurring charges not to exceed $20 per year for wire line or wireless facilities collocated on utility poles in public rights-of-way, with rates nondiscriminatory and tied to actual, direct, and reasonable costs.

Requires persons installing broadband infrastructure to provide 30-day advance notice to the director of commerce and consumer affairs and comply with all applicable safety and engineering requirements.
