Establishes the high-growth grant program within the Department of Business, Economic Development, and Tourism to provide grants to qualified businesses for expanding operations, improving productivity, or investing in food safety and quality control.

Authorizes grants to finance equipment purchases, management and workforce training, infrastructure improvements, and consulting or feasibility studies.

Limits grants to a maximum of 20 percent of private investment in a business, with a cap of $400,000 per qualified business per calendar year.

Defines "qualified business" as one that has been in operation for at least two full years and demonstrated the ability to export products.

Creates the high-growth grant program special fund to receive legislative appropriations, with no more than $100,000 annually available for program administration.
