Appropriates $180,000 for fiscal year 2017-2018 and $180,000 for fiscal year 2018-2019 to the department of land and natural resources to assist the National Wildlife Research Center with rose-ringed parakeet research on Kauai.

Requires research to determine the current population size, locate roost and rookery locations, map habitat uses and dispersal patterns, and estimate agricultural and natural area damages caused by rose-ringed parakeets on Kauai.

Directs research into types of human and wildlife diseases carried by rose-ringed parakeets and trials of devices and methods to reduce or deter the parakeet population.

Requires development and implementation of an effective control plan with an initial reduction target of 500 birds or approximately 10% of the estimated population on Kauai.

Addresses the invasive species threat posed by rose-ringed parakeets, which have grown from 150-200 birds in 1994 to an estimated 5,000+ birds by 2011, causing significant crop damage and ecological harm on Kauai.
