Establishes the Agricultural 2030 Investment Program within the Department of Agriculture to increase agricultural economic development through strategic planning and creation of programs such as a state farm to plate program.

Requires the department to create a strategic plan by December 1, 2018 that includes an inventory of Hawaii's agricultural infrastructure, farm-to-market linkage methods, value-added producers and processors, barriers to agricultural viability, and measurable goals for the program.

Creates a Farm to Plate Program to ensure access to local and healthy food, with the department seeking grant funding to support direct marketing through farmers' markets, community supported agriculture, and regional food hubs.

Authorizes the Department of Agriculture to establish an advisory panel, hire staff, contract with the University of Hawaii, seek public and private funding, and utilize technical assistance, loans, and grants to advance program goals.

Requires program continuation only if at least $100,000 per fiscal year is available and mandates annual legislative reports with the strategic plan included by 2018.
