Replaces all references to "medical marijuana" and "medical use of marijuana" with "medical cannabis" and "medical use of cannabis" throughout Hawaii Revised Statutes and Hawaii Administrative Rules.

Applies terminology changes to chapter 329D, part IX of chapter 329, and multiple individual statute sections including those related to health, education, housing, and criminal law.

Directs Hawaii Administrative Rules title 11 to be automatically construed as amended to conform with the new terminology, with full compliance required upon next amendment.

Requires the Department of Health to revise all documents, letterhead, websites, and other materials to use "medical cannabis" terminology by December 31, 2019.

Takes effect upon approval.
