Creates a new offense of criminal property damage by graffiti as a petty misdemeanor under Chapter 708, Hawaii Revised Statutes.

Requires convicted offenders to pay a fine and serve a minimum term of imprisonment (specific amounts left blank in the bill).

Mandates that persons convicted of graffiti-related property damage remove graffiti from damaged property within 30 days of sentencing and perform community service removing graffiti from other nearby property for up to two years.

Applies graffiti removal requirements to existing property damage convictions under sections 708-821, 708-822, 708-823, and 708-823.5 when damage is caused by graffiti.

Takes effect on January 7, 2059.
