Establishes a new Part in Chapter 291C to transfer fines and forfeitures from uncontested traffic infractions to counties beginning July 1, 2017.

Requires the director of finance to transmit an unspecified percentage of fines and forfeitures collected for uncontested traffic infractions to the county law enforcement agency where citations were issued, within 30 days after each fiscal quarter.

Excludes fines and forfeitures for violations on off-street parking facilities, parks, airports, and harbors subject to state enforcement, and those required by law to be paid into special or trust funds.

Requires the judiciary to identify fines paid for uncontested traffic infractions as defined under new section 291C-A (those admitted without hearing and paid within 30 days).

Takes effect January 1, 2020.
