Prohibits trucks, pole trailers, semitrailers, tractor-semitrailer combinations, and truck-trailer combinations with a gross vehicle weight rating exceeding 10,000 pounds from driving in the far left lane of roadways with three or more lanes of traffic in the same direction.

Exceptions to the left lane restriction include mass transit vehicles, emergency vehicles, vehicles making left turns or passing stalled vehicles, vehicles complying with traffic control devices, and situations where the right side of the roadway is closed for construction or repair.

Establishes a maximum speed limit of 55 miles per hour for trucks with a gross vehicle weight rating exceeding 10,000 pounds.

Adds definition section referencing existing statutory definitions for trucks and related vehicle types from Hawaii Revised Statutes section 286-2 and mass transit vehicle definitions from section 291-11.6.
