Establishes a temporary telecommuting task force within the Department of Human Resources Development to develop incentives and recommendations for expanding telecommuting in public and private sectors.

Task force comprises nine members including appointees from the Senate President and House Speaker (representing public and private sectors), six state department directors or designees, a Hawaii Government Employees Association representative, and a local business organization representative.

Task force shall develop incentives to reduce commuting costs and traffic congestion, reduce fossil fuel dependence, establish public awareness campaigns, and study telecommuting policies of similar-sized jurisdictions.

Task force must submit findings and recommendations to the legislature by August 1, 2018, with assistance from the Legislative Reference Bureau in finalizing the report and drafting proposed legislation.

Task force ceases to exist on June 30, 2019.
