Requires commercial agricultural entities that annually purchase or use over a specified threshold of restricted use pesticides to disclose all pesticide use (restricted, general, and experimental) in annual reports to the Department of Agriculture within 60 days of each calendar year end, with reports posted online as public records.

Establishes mandatory reporting requirements for pesticide use including pesticide names, active ingredients, total quantities used, and geographic location (by tax map key number) for outdoor applications.

Expands allowable uses of the Pesticide Use Revolving Fund to include clinical studies on pesticides and increases the fund ceiling from $250,000 to an unspecified amount.

Appropriates unspecified sums from general revenues to the Pesticide Use Revolving Fund and from that fund to the University of Hawaii John A. Burns School of Medicine to study chlorpyrifos exposure in pregnant mothers on Hawaii island, Oahu, and Kauai by examining newborn meconium.

Allows the Department of Agriculture to adopt rules implementing the disclosure requirements, with prohibition on establishing exemptions not expressly authorized in the statute.
