Appropriates $87,500 for fiscal year 2017-2018 and $87,500 for fiscal year 2018-2019 to the University of Hawaii College of Tropical Agriculture and Human Resources Cooperative Extension Service.

Funds will be used to establish one full-time equivalent (1.0 FTE) ornamental plant extension agent position in Honolulu.

Addresses documented decline in extension agents, which has decreased 43% over twenty years and 27% since 2008, resulting in reduced community services.

Extension service provides science-based education programs in agriculture, natural resources, and human resources to communities statewide through consultations, workshops, and courses.

Takes effect July 1, 2017.
