Establishes a farm to school grant program within the Department of Agriculture to provide grants to farmers participating in the Hawaii farm to school program for food safety compliance and improvements.

Grant funds may support compliance with FDA Food Safety Modernization Act requirements, USDA good agricultural practices standards, USDA hazard analysis critical control point procedures, farm food safety improvements, regulatory training, and price harmonization between farmer production costs and school purchasing budgets.

Creates a farm to school grant program special fund to be administered by the Department of Agriculture and funded by legislative appropriations.

Appropriates $2,000,000 for fiscal years 2017-2018 and 2018-2019 to the special fund, with $2,000,000 appropriated from the fund for grants and one 0.5 FTE grant program administrator position in the Department of Agriculture.

Appropriates $116,000 for fiscal years 2017-2018 and 2018-2019 to the Department of Education for one 1.0 FTE farm to school coordinator position and one 1.0 FTE special fund manager position; effective July 1, 2017.
