S.B. 817 - Electric Vehicles

• Requires public accommodation parking facilities with 100+ spaces to designate one electric vehicle charging space per 100 spaces by July 1, 2018, increasing to two spaces per 100 spaces by July 1, 2023.

• Removes previous provision allowing owners of multiple facilities to aggregate compliance across properties; each facility must meet requirements independently.

• Designates county planning and permitting authorities to enforce compliance through a progressive enforcement process: complaint filing, notification with 180-day cure period, inspection, warning, notice of violation, and administrative fines of $200/day (up to $300,000 maximum before property lien placement).

• Provides exemptions for financial hardship or engineering hardship as determined by county rules; financial hardship exemptions unavailable if charging companies offer free installation of required stations.

• Excludes parks, campsites, trailer facilities, and other recreation facilities from the definition of "place of public accommodation" subject to these requirements.
