Legislative Reference Bureau shall conduct a feasibility study on implementing audiovisual technology in both chambers of the legislature for neighbor island residents to testify in legislative proceedings.

Study must examine available audiovisual technology types, costs for installing and maintaining equipment in conference rooms, need for additional staff positions, and implementation timeline.

Legislative Reference Bureau shall submit findings, recommendations, and any proposed legislation to the legislature by December 1, 2017.

General revenue appropriation is provided to the Legislative Reference Bureau to conduct the feasibility study, with authority to contract consultant services exempt from Hawaii Revised Statutes chapter 103D.

Act takes effect July 1, 2050.
