Expands the Hawaiian Language College at University of Hawaii at Hilo to operate year-round with internal administration primarily through Hawaiian language, offering programs worldwide and through electronic means.

Adds new functions to the Hawaiian Language College including general education and dual enrollment pathways through Hawaiian language, development of endangered language initiatives, Native American language research partnerships, and collaboration with other UH system institutions.

Authorizes the University of Hawaii system to establish a pilot project implementing Hawaiian language instruction and developing innovative approaches for Hawaiian language medium general education programs and coursework across all UH campuses.

Requires the directors of all UH Hawaiian language colleges, schools, and programs to work with the UH president and a community working group to develop a statewide implementation plan addressing system-wide Hawaiian language goals.

Mandates the University of Hawaii submit comprehensive annual reports to the legislature detailing Hawaiian language education efforts across the system, student enrollment numbers, implementation plan progress, and recommendations for promoting Hawaiian language education.
