Reduces the minimum Hawaiian blood quantum requirement for certain successors to Hawaiian home lands lessees from one-quarter to one thirty-second Hawaiian.

Allows descendants of lessees from interracial marriages and blended families with less than 25% Hawaiian ancestry to qualify as successors and maintain family homes and businesses.

Replaces gendered language ("husband or wife") with "spouse" throughout Section 209 of the Hawaiian Homes Commission Act, 1920.

Requires federal Congressional consent before the amendments take effect, with an effective date of December 24, 2088.

Aims to reduce "highest bid" and "leapfrog" homestead lease sales and encourage current lessees to invest in properties with the expectation that descendants can inherit them for generations.
