Authorizes the Department of Labor and Industrial Relations to issue stop-work orders to employers found in violation of Chapter 388, Hawaii Revised Statutes (relating to wages and compensation), or administrative rules adopted under that chapter.

Employers may appeal a stop-work order by filing a written notice of appeal with the director within 20 days of service; a hearing shall be held by a hearings officer appointed by the director.

Establishes a penalty of $1,000 for each violation of Chapter 388 or its administrative rules.

Allows the director to withdraw, modify, or remit penalties within 20 days of the stop-work order if good cause is shown and the employer complies with Chapter 388.

Provides judicial review of appeals decisions in accordance with Chapter 91, Hawaii Revised Statutes; effective January 7, 2059.
