Establishes that submission of a voter registration application to register or update voter information automatically constitutes a request for permanent absentee voter status, unless the applicant explicitly declines.

Requires voter registration forms to include a space for applicants to decline permanent absentee ballot status rather than request it.

Makes technical corrections to voter registration requirements, including use of "applicant" instead of "person" in statutory language.

Section 2 takes effect January 1, 2018, while the remainder of the act takes effect January 7, 2059.
