Establishes billing dispute resolution process with the Hawaii Department of Labor and Industrial Relations, allowing providers to add 1% monthly charges to unpaid undisputed balances after 60 days.

Permits the director to assess up to $1,000 in service fees against parties found to have failed to negotiate in good faith, with denial of payment without reasonable cause considered a failure to negotiate in good faith.
