Amends Hawaii Revised Statutes Section 46-4 to allow counties with populations less than 100,000 to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time through zoning ordinances.

Adds an exception to existing protections for nonconforming residential uses, specifically permitting the phase-out of nonconforming transient vacation rental units in any zoning classification.

Maintains existing prohibitions against amortization of nonconforming single-family, duplex, and agricultural uses, with the exception of transient vacation rental units.

Effective upon approval.
