Allows electrical or plumbing contractors to enter into contracts for electrical or plumbing work, provided that if the contractor's responsible managing employee (including sole proprietors) is not licensed under chapter 448E, they must employ licensed individuals to perform the actual work.

Requires at least half of all individuals performing electrical or plumbing work on a construction job site to be licensed in accordance with chapter 448E, with the board authorized to waive this requirement in counties with insufficient licensed workers.

Mandates that all licensed electrical or plumbing workers employed on construction job sites must visibly display their license while on site, and only those displaying their license at time of inspection count toward compliance.

Exempts employees of community antenna television companies and franchised public utilities regulated by the Public Utilities Commission from licensing requirements while acting within their employment scope.

Permits general contractors to perform customary duct or conduit work as part of site preparation and takes effect July 1, 2017.
