Establishes a 1.5% prepaid wireless E911 surcharge on prepaid wireless telecommunications service purchases, with the surcharge imposed on consumers at the point of sale.

Requires sellers to collect the surcharge and separately list it on invoices or receipts, and allows sellers to deduct and retain 3% of collected surcharges to cover administrative costs.

Mandates sellers remit the remaining surcharge balance to the Enhanced 911 Fund on a monthly, quarterly, or semi-annual basis depending on expected annual collections ($4,000+ monthly, $2,000-$4,000 quarterly, $2,000 or less semi-annually).

Exempts minimal service sales of 10 minutes or less or $5 or less, and specifies that the prepaid wireless E911 surcharge shall be the only funding obligation imposed on prepaid wireless service for enhanced 911 services in Hawaii.

Adds new definitions to Chapter 138, Hawaii Revised Statutes, including "consumer," "prepaid wireless telecommunications service," "provider," "seller," and "retail transaction" to implement the surcharge system.
