Appropriates $1,671,939.09 from general revenues to the Department of Attorney General for settlements and judgments, including $1,000,000 to Bridge Aina Le'a, LLC v. State of Hawaii (Land Use Commission case) and $563,000 total for Department of Public Safety claims.

Appropriates $5,647,020.44 from the state highway fund to the Department of Transportation, Highways Division, primarily for the Lopez, et al. v. State of Hawaii settlement ($3,901,866.44) and Lee, et al. v. Tavai, et al. settlement ($1,565,154.00).

Appropriates $116,000.00 from the harbor special fund to the Department of Transportation, Harbors Division for the Smith v. State of Hawaii settlement.

Requires departments to obtain Attorney General approval before payment and limits interest payments on judgments to the period from judgment date to 30 days after the Act's effective date.

All unexpended balances lapse on June 30, 2018; the Act takes effect on January 7, 2059.
