Clarifies that the State has exclusive liability for civil tort claims arising from negligent or wrongful acts of professionally licensed or certified state employees acting within the scope of employment.

Precludes civil actions for money damages against the employee when the State agrees to assume responsibility for the claim, except for liability arising from employment with a non-State employer.

Allows the State to notify all parties in writing that it is invoking exclusive liability, after which the action proceeds against the State alone rather than the individual employee.

Employee remains personally liable only for injuries and damages that the State has not accepted responsibility for.

Effective date: January 7, 2059.
