Amends Section 571-52.2, Hawaii Revised Statutes, to add a fine not to exceed $1,000 (as determined by the court) for employers who fail to comply with orders of assignment of future income for child support.

Amends Section 576E-16(c), Hawaii Revised Statutes, to add a fine not to exceed $1,000 (as determined by the court) for employers who violate income withholding orders or notices to withhold child support.

Amends Section 576E-16(e), Hawaii Revised Statutes, to replace the misdemeanor penalty with a fine not to exceed $1,000 (as determined by the court) for employers who refuse to hire, discharge, or take disciplinary action against employees based on child support withholding orders.

Effective date is January 7, 2059.
