Authorizes the Department of Taxation, Department of Human Services, Department of Labor and Industrial Relations, child support enforcement agency, and counties to conduct criminal history record checks on employees, prospective employees, and contractors who have access to federal tax information.

Requires these entities to establish personnel security programs and procedures that comply with FBI fingerprint searches and section 846-2.7 criminal history record check requirements to meet Internal Revenue Service compliance standards.

Permits termination or denial of employment to individuals or contractors who pose a risk to federal tax information security, provided they receive notification of findings and opportunity to respond before adverse action.

Exempts these criminal history determinations from chapter 91 (Administrative Procedure Act) requirements and section 831-3.1 notice and hearing provisions, while preserving appeal rights under chapters 76 and 89.

Takes effect January 7, 2059.
