Removes "membership-based" requirement from the definition of "community-based organization" to expand eligibility for nonprofits incorporated in Hawaii that are organized by geographic community, community of identity, or community of interest.

Reduces the Community-Based Economic Development Advisory Council from twelve to ten total members, decreasing appointed members from nine to seven while maintaining three ex officio voting members.

Expands grant eligibility to include organizations providing technical assistance to community-based organizations, in addition to community-based economic development activities and enterprises.

Broadens non-discrimination language in grant conditions to include sexual orientation and disability protections, replacing references to "physical handicap" with more comprehensive language covering all federally and state-protected characteristics.

Takes effect on July 1, 2017.
