Renames the Hawaii television and film development special fund to the "creative media and film infrastructure special fund" to reflect expanded purposes.

Broadens fund revenue sources to include: appropriations, donations, grants, Hawaii film studio rental revenues and fees, film permit processing fees, and motion picture tax credit processing fees.

Changes fund use from grant and venture capital programs administered by the Hawaii television and film development board to direct support for Hawaii film studio operations, maintenance, repair, new infrastructure development, and workforce training programs.

Repeals sections 201-111, 201-112, and 201-114 of Hawaii Revised Statutes, eliminating the Hawaii television and film development board which has been inactive for over ten years.

Appropriates $1,000,000 from the renamed special fund for fiscal year 2017-2018, effective July 1, 2017.
