Appropriates $17.9 million in FY 2017-2018 and $45.4 million in FY 2018-2019 for collective bargaining cost items for units (2), (8), (9), and (13) from general, special, federal, trust, and other state funds.

Provides funding for salary increases and cost adjustments for excluded state officers and employees not covered by collective bargaining units (2), (8), (9), and (13), totaling $3.4 million in FY 2017-2018 and $7.9 million in FY 2018-2019.

Appropriates health premium payments totaling $5.7 million in FY 2017-2018 and $13.2 million in FY 2018-2019 for Hawaii employer-union health benefits trust fund costs.

Authorizes special funds for Hawaii health systems corporation collective bargaining and excluded employee costs of $2.7 million in FY 2017-2018 and $6.7 million in FY 2018-2019.

Requires funds to be allotted by the director of finance to appropriate departments and lapse if not expended or encumbered by June 30 of each fiscal year; effective July 1, 2017.
