S.B. 915 Summary

• Appropriates and authorizes funds for fiscal biennium 2017-2019 to cover collective bargaining cost items negotiated with exclusive bargaining representatives of collective bargaining units (3) and (4) across state departments.

• Total appropriations of $13.2 million (FY 2017-2018) and $30.5 million (FY 2018-2019) from general funds, special funds, federal funds, and other sources for statewide collective bargaining agreements.

• Appropriates additional funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining units (3) and (4), authorized under Hawaii Revised Statutes chapter 89C.

• Appropriates funds for Hawaii employer-union health benefits trust fund costs totaling $3.6 million (FY 2017-2018) and $8.2 million (FY 2018-2019) for both collective bargaining unit members and excluded employees.

• Takes effect July 1, 2017, with unencumbered or unexpended funds lapsing on June 30, 2018, and June 30, 2019.
