Appropriates and authorizes funds for fiscal biennium 2017-2019 to cover collective bargaining cost items negotiated with collective bargaining unit (4) across state departments, with specific allocations for the Department of Education.

Provides funding from general, special, federal, and other funds for salary increases and cost adjustments authorized under Hawaii Revised Statutes chapter 89C for excluded state officers and employees in the same compensation plans as collective bargaining unit (4).

Allocates separate funding to the Hawaii Health Systems Corporation for collective bargaining cost items and salary adjustments for unit (4) members and excluded employees assigned to the corporation.

Directs the Director of Finance to allot funds to appropriate state departments and the Hawaii Health Systems Corporation for expenditure in their respective fiscal years.

Specifies that unencumbered funds lapse on June 30, 2018, and June 30, 2019, and sets the Act's effective date as July 1, 2050.
