• Appropriates $32.6 million (FY 2017-2018) and $67.9 million (FY 2018-2019) in general funds for collective bargaining cost items agreed to with collective bargaining unit (5).

• Appropriates $1.2 million (FY 2017-2018) and $2.5 million (FY 2018-2019) in general funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as unit (5) members.

• Appropriates $5.8 million (FY 2017-2018) and $12.4 million (FY 2018-2019) in general funds for Hawaii employer-union health benefits trust fund costs for unit (5) members and excluded employees.

• Includes additional funding from federal, trust, and other sources to support the collective bargaining and benefits agreements.

• Takes effect on July 1, 2017, with unencumbered funds lapsing on June 30, 2018, and June 30, 2019.
