Appropriates and authorizes funds for fiscal biennium 2017-2019 to cover collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (8).

Appropriates and authorizes funds for salary increases and other cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in collective bargaining unit (8).

Allows salary increases and cost adjustments funded by federal, special, or other funds to be paid wholly or proportionately from those respective funding sources.

Any unexpended or unencumbered funds shall lapse on June 30, 2018, and June 30, 2019, of their respective fiscal years.

Establishes an effective date of July 1, 2050.
