Appropriates and authorizes funds for fiscal biennium 2017-2019 to implement collective bargaining agreements negotiated with the exclusive bargaining representative of collective bargaining unit (9).

Establishes appropriations for collective bargaining cost items across state departments including the Department of Education, with funding from General, Special, Federal, and Other Funds sources.

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (9) members, pursuant to chapter 89C, Hawaii Revised Statutes.

Allocates funds to the Judiciary (Administration) and Hawaii Health Systems Corporation for their respective collective bargaining and non-bargaining unit employees.

Takes effect July 1, 2050, with appropriated funds lapsing if not expended or encumbered by June 30, 2018 and June 30, 2019.
