Appropriates funds for fiscal biennium 2017-2019 to implement collective bargaining cost items negotiated with collective bargaining unit (10) across multiple state departments and the Hawaii health systems corporation.

Part I authorizes appropriations to statewide collective bargaining (BUF 102) for unit (10) agreements, with separate allocations identified for the Department of Education.

Part II provides appropriations to the judiciary (JUD 601) for unit (10) collective bargaining cost items under the chief justice's authority.

Parts III-IV extend the same salary increases and cost adjustments to excluded state officers and employees who belong to the same compensation plans as unit (10) members.

Parts V-VI appropriate funds to the Hawaii health systems corporation for unit (10) members and their excluded counterparts, funded through special funds.
