Appropriates $75,838 in general funds and $394,057 in special funds for fiscal year 2017-2018, and $181,365 in general funds and $942,911 in special funds for fiscal year 2018-2019 for collective bargaining cost items in the agreement with collective bargaining unit (11).

Appropriates $5,108 in general funds and $24,975 in special funds for fiscal year 2017-2018, and $12,695 in general funds and $62,049 in special funds for fiscal year 2018-2019 for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as unit (11).

Appropriates $83,466 in general funds for fiscal year 2017-2018 and $202,608 in general funds for fiscal year 2018-2019 for Hawaii employer-union health benefits trust fund costs for unit (11) members.

Appropriates $6,121 in general funds for fiscal year 2017-2018 and $13,002 in general funds for fiscal year 2018-2019 for health benefits trust fund costs for excluded state officers and employees.

Directs the director of finance to allot funds to appropriate state departments for expenditure, requires unencumbered funds to lapse by June 30 of each fiscal year, and becomes effective July 1, 2017.
