Authorizes the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) board to employ certain staff through the civil service system, while maintaining the administrator as exempt from civil service requirements.

Allows the board to determine which fund staff positions are exempt from Chapter 76 (civil service), enabling some positions to operate under civil service rules and others to remain exempt.

Appropriates $86,837 for fiscal year 2017-2018 and $104,616 for fiscal year 2018-2019 to fund EUTF staff employment through the civil service system.

Requires the EUTF to submit a report to the legislature no later than twenty days before the 2018 and 2019 regular sessions regarding findings, recommendations, and any proposed legislation resulting from these personnel and operational changes.

Takes effect on July 1, 2017.
