Removes Student Loan Marketing Association notes and bonds from the list of authorized state investments, eliminating former investment category (7).

Removes Student Loan Resource Securities (including auction rate securities, asset-backed notes, and program revenue notes) from authorized investments, eliminating former investment category (15).

Renumbers remaining investment categories (8) through (17) to become (7) through (15) following the deletions.

Expands Section 40-32 to apply to all public accountants collecting state funds, removing the Honolulu-specific language and requiring weekly or specially appointed payments to the state treasury.

Repeals Section 40-33 which previously required public accountants outside Honolulu to transmit funds monthly, consolidating payment requirements under amended Section 40-32.
