Amends Section 92-28 of Hawaii Revised Statutes to expand the Department of Commerce and Consumer Affairs' authority to adjust professional and vocational licensing fees by up to 50% of the statutorily assessed fee, subject to gubernatorial approval.

Adds specific chapters 436H, 440E, 465D, 466D, 472, and 481E to the list of chapters whose fees may be adjusted under the existing fee-adjustment authority.

Includes a provision allowing fee adjustment authority for any board, commission, program, or entity created under Title 25 and assigned to or placed within the Department of Commerce and Consumer Affairs, covering current and future licensing regulatory areas.

Maintains existing limitations that fee adjustments must maintain reasonable relation between revenues and costs of services, are exempt from public notice and hearing requirements, and do not apply to judicial fees.

Takes effect upon approval.
