Authorizes the Department of Health to issue citations to licensed beauty operators, instructors, shops, schools, and permit holders for violations of beauty culture laws and administrative rules.

Citations may be issued for seven specific violations including failure to display licenses, unauthorized practice, failure to post price lists, improper name tag displays, inadequate instructor-student ratios, and failure to post required signage.

Each citation must be written, describe the violation, be personally served, and assess a fine of $100 per violation; licensees and permittees may request a hearing within 20 calendar days to contest the citation.

If no hearing is requested within 20 days, the citation becomes a final order; failure to pay assessed fines within 30 days may result in further disciplinary action by the board.

Effective date is July 1, 2017.
