Establishes the Hawaii State Fusion Center under the Office of Homeland Security to monitor crimes and hazards and serve as a focal point for sharing local, national, and international threat information.

Creates the position of Hawaii State Fusion Center Director, appointed by the Director of Homeland Security, responsible for day-to-day operations and funded by the State without being subject to civil service requirements.

Requires the fusion center to be continually staffed and collaborate with all government levels to receive, analyze, and disseminate threat-related information with multi-disciplinary partners.

Mandates establishment of a joint integration center to coordinate cybersecurity, cybercrime prevention, critical infrastructure protection, asset response activities, and intelligence support across local, state, and federal agencies.

Takes effect July 1, 2090.
