Amends the definition of "public lands" in Hawaii Revised Statutes section 171-2 to exclude lands set aside by the governor to the Hawaii Public Housing Authority and lands held by the Hawaii Public Housing Authority in its corporate capacity.

Renumbers subsequent exemptions from the public lands definition, moving what was subsection (8) to (9), (9) to (10), (10) to (11), and (11) to (12).

Takes effect upon approval.
