Creates new section 356D allowing Hawaii Public Housing Authority to designate certain housing project areas as "Closed to the Public" with required signage containing letters at least two inches in height placed at reasonable intervals along boundaries.

Defines "members of the public" excluded from trespassing laws as tenants, household members, live-in aides, guests, authority employees, HUD employees, law enforcement, authorized program participants, and those engaging in door-to-door communications between 9:00 a.m. and 8:00 p.m.

Amends section 708-814 (criminal trespass in the second degree) to criminalize non-tenant entry into closed housing project areas either without authorization or after written warning to leave within a one-year period.

Establishes detailed requirements for written warnings including the person's legal name, aliases, photograph or physical description, the warning giver's name and signature, date and time, and witness or law enforcement officer signature if applicable.

Takes effect January 7, 2059.
