Creates a new "distinguishing parking permit or decal" to be issued only to disability parking permit holders who are licensed drivers and cannot reach or operate parking meters due to physical disability.

Limits the exemption from metering parking fees to vehicles displaying the distinguishing permit or decal, restricting it to the first two-and-a-half hours or maximum meter time, whichever is longer.

Requires the disability and communication access board to develop rules for issuance, design, renewal, and revocation of the distinguishing parking permits or decals.

Removes automatic metered parking fee exemption for all disability parking permit holders, requiring them to pay unless they qualify for and display the new distinguishing permit or decal.

Takes effect July 1, 2018.
