Establishes the Hawaii Health Authority as a new entity to oversee and coordinate health care delivery and coverage in Hawaii.

Grants the Authority powers to contract with health plans, set rates, and establish standards for health care providers and services.

Requires the Authority to develop a comprehensive health care plan covering all Hawaii residents and create mechanisms for financing health care delivery.

Directs the Authority to work with existing state health programs and private insurers to integrate health care services and reduce administrative costs.

Authorizes the Authority to adopt rules and regulations necessary to implement its duties and responsibilities under the law.
