Raises the district courts' jurisdictional limit for civil actions involving specific performance from $20,000 to $40,000.

Keeps the district courts' general civil action jurisdiction limit at $40,000 for cases where debt, damages, or property value does not exceed that amount.

Maintains exclusive jurisdiction in district courts when the amount in controversy does not exceed $10,000.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.

Effective January 7, 2059.
