Requires written notification to county fire and building departments within 30 calendar days of completion, occupancy, or use of the exempt building, with failure to notify potentially voiding the exemption at the county's discretion.

Establishes that the exemptions do not apply to development in the state land use urban district and do not exempt agricultural buildings from local, state, or federal floodplain management development requirements.

Effective date: January 7, 2059.
