• Adds three new sections to Chapter 109, Hawaii Revised Statutes to expand stadium authority powers including requiring developers to dedicate public facilities or pay cash in lieu thereof as conditions of development.

• Authorizes the stadium authority to retain independent contract attorneys for contract negotiations when the attorney general lacks sufficient expertise, with compensation set by the authority.

• Expands stadium authority powers and duties to include preparing stadium complex area development plans, acquiring and improving real property, using condemnation authority, and arranging design-build project delivery.

• Allows any state or county agency to provide services to the stadium authority upon request.

• Amends Section 28-8.3 to add the stadium authority as an exception allowing it to employ or retain independent attorneys outside the attorney general's office.
