Urges all law enforcement agencies to test sexual assault evidence collection kits in accordance with the Malama Kakou Project guidelines developed by the Department of the Attorney General pursuant to Act 207 (2016).

Requires law enforcement agencies to submit requests for testing to accredited laboratories within 90 days of kit receipt and follow up to obtain results within 90 days of submission.

Directs the Department of the Attorney General to submit annual reports to the President of the Senate and Speaker of the House no later than 20 days before each regular session beginning in 2018.

Annual reports must detail the number of kits reported, collected, tested, not tested, and destroyed by each county law enforcement agency in the prior year.

Background: As of June 30, 2016, only 289 of 2,240 sexual assault evidence collection kits held by county police departments had been tested since 1992, leaving 1,951 kits untested.
